U radu je izložen model za otvaranje naslijeenog heterogenog informacijskog sustava lokalne samouprave na funkcionalnoj razini, pomou otvorenih usluga. Osim toga, predstavljen je radni okvir za ispitivanje performansi otvorene usluge, koji omoguava odreivanje kapaciteta i provjeru ponašanja sustava kada se podvrgne veem broju korisnikih zahtjeva. Posebno se može istai praktina primjena predloženog radnog okvira u uoavanju i otklanjanju problema s performansama još u fazi kada se eventualne promjene mogu provesti bez velikih troškova i kroz krae vrijeme. A model for opening local e-government legacy information systems using open services is presented in this work. Additionally, a framework for performance testing and capacity planning of open services is explained, which makes possible to examine and predict behavior of a system under increasing load. The presented framework is suitable in detection and elimination of performance problems at early stages of application development, when it is possible to make a necessary changes without big expenses and in shorter time.
